Descriptions
It is envisaged that a long term contract will be let for the treatment and recycling (which may include but not limited to composting) of food and green waste and the management and disposal of residues. It is anticipated that the contract will be procured as a Public Private Partnership and may include (without limitation) the design, build, financing and operation of an organic waste facility (or facilities) and/or a merchant waste treatment facility (or facilities) and the management and disposal of residues. However, the Contracting Authority reserves the right to adopt a contract structure or financing model that best meets its needs. The Contracting Authority does not intend to specify a particular technology solution(s) and will therefore consider any technology solution(s) that meets the Contracting Authority's requirements. Solutions will be assessed in accordance with the evaluation methodology for the project. Although the Contracting Authority anticipates participants providing funding for the projects including (without limitation) funding by way of project finance and/or corporate finance, the Contracting Authority reserves the right to provide or procure capital contributions and/or finance for the project from other sources including (but not limited to) prudential borrowing and/or the European Investment Bank). The amount of any such capital contribution and/or funding will be determined by the Contracting Authority during the Competitive Dialogue Procedure. The Contracting Authority will make a site available to participants although participants may (if they prefer) put forward their own site(s).The potential for the facility (or facilities) to cater for waste from third parties including commercial and/or industrial sector organisations and/or from other public sector organisations will be explored during the Competitive Dialogue Procedure.Further details are given in the Initial Descriptive Document obtained from the Contracting Authority.
