The Welsh Ministers will be inviting tenders from suitably qualified and experienced bidders, to deliver the new Tourism Product Web-application/database and the Data gathering service. The target date for the commencement of the contract is 1st of January 2012 and the contract will be for a duration of 36 months from the commencement date, with the option to extend the contract by up to a further two years, subject to annual review.This tender is split into two distinctive lots:Lot 1 Lot 1 has two parts (Part a and Part b)Note: the contract may be awarded to one vendor for the whole solution or it may be awarded to more than one vendor based on the product strengths and delivery skills of the vendor.a) Web-application to manage Tourism Product Database solutionThe provision will include delivery and maintenance of the web-application “Tourism Product Database” for the Tourism industry in Wales. The solution will include but not be limited to the following:-: -•Add/Modify records•Manage change through releases •Run queries/searches•View queries/search result in predefined structures•Run various other reports•Run MIS reports•Ability to scrape data •Support inputs/outputs in APIs•Ability to integrate with various other systems•Provide business and technical support as required•Provide bilingual (English-Welsh) support (web-forms etc)•Provide telephonic support as required•The solution will be hosted on the Authority’s platform•The solution should be used only for the agreed purposes•The data gathered and managed for the solution should not be used for any other purposes•Innovative solutions will be welcomed.•Provide reports as required•The vendor should comply with the State Aid regulations b) The database for the Tourism Product Database solutionThe provision will include delivery and maintenance of the Database for the “Tourism Product Database” solution to support the Tourism industry in Wales. The Database solution will include but not be limited to the following:-: -•Based on Relational Database Management System•With predefined Data Structures•Manage change through releases •Records would be in the range of 20,000 to 25,000 with a provision to increase on request•Data-sets would range from 20-25 with a provision to increase on request.•The Database should be able to communicate with various other solutions•Data migration - Existing data will have to be imported to the new solution•The Data will be owned and owned only by the Authority•The Data should not be used for any other purposes •The Authority holds the ownership of the data •The data has to be supplied to other entities on the Authority’s direction•Innovative solutions will be welcomed•Provide business and technical support as required•Provide bilingual (English-Welsh) support (web-forms etc)•Provide reports as required•The vendor should comply with the State Aid regulationsLot 2 – Data Gathering ServiceThe provision will include providing the service to gather data on behalf of the Authority to be entered in the Database for the “Tourism Product Database” solution and maintained with regular updates to support the Tourism industry in Wales. The Data Gathering Solution will include but not be limited to the following:-: -•Data to be gathered by Telephone, in-person visits, web-forms, email etc•Data to be gathered Data Structures•Manage change through agreed change management process •Records would be in the range of 20,000 to 25,000 with a provision to increase on request•Data-sets would range from 20-25 with a provision to increase on request. •The Data entry service to be included•Regular data cleansing, data quality management processes to be executed•The Data should not be used for any other purposes •The Authority holds the ownership of the data •The data has to be supplied to other entities on the Authority’s direction•Innovative solutions will be welcomed•Provide business support as required•Provide robust customer service to the businesses through telephone, email etc.•Provide bilingual (English-Welsh) support •Provide reports as requiredA draft specification has been provided for information purposes within the etender.
