Description of the goods or services requiredAim:Welsh Government Substance Misuse team are seeking expressions of interest for the introduction and delivery of a Framework Agreement for the provision of Substance Misuse Residential Rehabilitation Services.Objective:The Residential Rehabilitation Framework would provide a list of approved residential rehabilitation centre that regional Area Planning Board Commissioners would utilise to place service users, where necessary, into residential rehabilitation services.Details of requirement:Establishing a national substance misuse residential rehabilitation framework and in doing so maintaining the framework through the delivery of:•Ensuring the framework consists of suitably qualified providers to meet the commissioners' quality, service and cost criteria. This would include economic, management and governance structures, equal opportunities, health and safety etc.•Framework providers are currently registered with CIW and/or CQC.•Provision of an overaching framework agreement within which all providers will be subject to the same common set of terms and conditions.•Individual placement agreement between each Provider and Commissioner making the service user placement, in effect a contract between the respective parties in relation to the Services to be provided in respect of that service user.•Ensuring all service providers have evidenced essential standards prior to being accepted onto the framework.•Ongoing quality assurance, performance management and outcomes measurement.•Ensuring consistent high quality service provision and improved outcomes are achieved and maintained for service users.•Meeting key performance indicators, performance monitoring/ outcome measures, access to management information, provision of clear and consistent data.•Ensuring Commissioners' standard contract terms/conditions together with a transparent pricing framework.•Ensuring provider quality and safety concerns are raised, discussed and disseminated with commissioners and statutory agencies.•Facilitating collaborative working between providers and commissioners to ensure safe, effective and high quality care that improves resident experience.•Quarterly and annual reporting to the Welsh GovernmentNOTE: To register your interest in this notice and obtain any additional information please visit the Sell2Wales Web Site at https://www.sell2wales.gov.wales/Search/Search_Switch.aspx?ID=91887.
