Traditional Forensics — Managed Service Provision.

The Contracting Authority ( the ‘Authority’) requires a Managed Service Provider (MSP) to provide ‘traditional' (science) forensic services. The provision of efficient and effective forensic services plays a key role in helping the Authority to achieve its priorities and objectives to thoroughly investigate all crimes. The managed service provision must incorporate the following services;— Real time analysis of samples within police custody timescales. This will include a provision of front line solutions (for the processing of (as a minimum) for DNA and drug submissions by non technical staff) and associated training, management, maintenance of the solutions.— DNA and forensic analytical services with associated infrastructure for logistics and communications with the Authority and other third parties. This includes lab-based services for DNA, drugs, toxicology, trace evidence etc, as well as less frequently required “niche” forensic analysis.— Research and development services and commercialisation of IPR in order to drive improvements within the lab-based and technology aspects of the contract and enable the Authority to remain effective in delivering forensic outcomes.— Other related services, inclusive of consultancy and advice services, to ensure the delivery of traditional (science) forensic analysis services and the effective management of the service provision.Bidders are required to register and express their interest through the Bluelight Portal (www.bluelight.gov.uk) (contract Ref: 9R2F-77N8I2). No direct contact should be made with any other Authority department regarding this tender without the prior arrangement of the Authority’s Procurement Services.The Contracting Authority reserves the right at any time to cease this tendering process and / or not to award a contract.The Contracting Authority at its absolute discretion may wish to extend the contract for a further period or periods up to an aggregate of 36 months.This contract will be made available to the London Fire and Emergency Planning Authority, the Greater London Authority and Transport for London.
