Gloucestershire is a county in South West England. The county comprises part of the Cotswold Area of Outstanding Natural Beauty, the lower reaches of the Severn valley and the entire Forest of Dean. The city of Gloucester is the administrative centre, and other principal towns include Cheltenham, Cirencester, Coleford, Stroud, and Tewkesbury.Gloucestershire's bus Real Time Passenger Information (RTPI) system has been in operation since 2004; providing bus passengers with real time service information between Gloucester and Cheltenham and Cheltenham and Bishop's Cleeve. The RTPI system has been supplied and maintained by VIX. Traffic signal bus priority is now obsolete.Gloucestershire County Council (GCC) are now going out to tender for a new combined traffic signal and RTPI system that will deliver greater functionality, innovation and benefits to the Council, bus operators and most importantly to those who will be using the bus services within Gloucestershire. Funding for the new system has been secured from the Local Sustainable Transport Fund and other sources.The new Contract will be for 5 years with an option to extend it by 2 further periods of 12 months (i.e. 5 + 1 + 1 years, maximum Contract period 7 years). The initial 5 years is made up of 6 months for the provision and installation works and 54 months for the initial maintenance phase. During the maintenance period additional equipment may be ordered by the Employer (i.e. GCC).This document is referred to as the Service Information and forms part of the Contract. It contains the requirements for the provision, installation and maintenance for a new RTPI and traffic signal priority system.Key Requirements:The key requirements for the new RTPI and traffic signal priority system include:— Contractor hosted RTPI server(s).— Web based access, allowing GCC and the bus operators to access the system through any device with an internet connection.— GPRS based communications system architecture.— Obtaining bus positional data through a SIRI feed from operator systems (see Section 4.4 for details).— Providing punctuality and reliability reports against national targets (see Section 3.5 for full list of reports).— To deliver both Real Time (RT) and Scheduled Time (ST) information for bus services, with RT in minutes and ST in 24 hour clock format, with the ability to display this information on different media channels and displays at bus stops.— Delivery of RT and ST at hubs and interchanges for connecting bus services.— An SMS service using the Traveline number and integrated RT and ST services.— Provision of an RTPI API to third parties data providers (e.g. App and web developers).— Delivery, as an option, of alternative powered RTPI displays in rural areas.— Upgrade of the existing RTPI displays (see Section 5.2 for details) at bus stops from the current system used, so that they display information from the new system (where this is not possible, new displays must be provided).— Delivery of guaranteed information for connecting bus services at hubs/ interchanges.— Delivery of signal priority to late running buses (see Section 7 for details).— Delivery of an expandable system for:— Cross boundary RTPI services;— Addition of new bus operators to the system;— Addition of further bus stops to the RTPI network; and,— Addition of further junctions to the signal priority network.
