Cogent Sector Skills Council (Cogent) and the National Skills Academy Process Industries (the Academy) are running a project under the Welsh Assembly Government’s Sector Priorities Fund Pilot Fund (SPFP) Programme. The SPFP will draw down additional support through the European Social Fund (ESF).This project aims to identify, recruit and support the development and quality assurance of training providers to deliver a range of Cogent Gold Standard qualifications, to improve the productivity and relevant skills of the Cogent Workforce in Wales up to world class levels. The long term aim is to ensure Wales has the value-adding technical skills available to continue to attract inward investment to the region, and to retain current employers and employment.Participating providers will be supported by Cogent and the Academy to develop capability to deliver training to the Cogent industries in Wales. The focus of the provision being tendered through this exercise will be on targeting employment clusters in and around•Milford Haven, Pembrokeshire for the petro-chemical industry; and•Newport, Gwent for the chemical and pharmaceutical industry.There will be initial concentration on these geographic areas and industry sectors, however, subject to practical considerations the project may be extended to incorporate Gold Standard qualifications for other employers in the Cogent footprint throughout Wales.Cogent and the Academy will identify engage employers and identify their workforce skills needs. Cogent will procure provision for Gold Standard qualifications that meet these needs from participating providers. Providers will deliver provision that will be subsidised, so that SMEs pay 30% of the cost of training, while large companies pay 50%. Employer payments will be handled via Cogent.The Academy will support successful provider applicants with a standard Academy assessment of their capability, leading to the production of an agreed provider development plan. Providers will be required to prepare for the assessment, make the appropriate staff within their organisation available for interview, to participate in a one day site-assessment and to work with the Academy to agree their development plan. Additional investment in time to support provider, materials and staff development will be required, dependent on the assessed development needs of the provider.Please note that the project contains a budget for development of training materials and provider staff training, so the management and costs of these will be handled separately by Cogent and the Academy. This means that they will not need to be factored into your costings when deciding the price for your tender.The costs of new registrations with Awarding Bodies necessary for the delivery of the relevant qualifications will be re-imbursed separately. Any such costs that you may face do not need to be factored into your unit price, but should be stated separately in the “Price” section of your tender. Qualifications to be deliveredThe qualifications to be supported under this tender are as follows:•ILM L3 Award in Managing Operations (QCF)•Edexcel L2 Award in Contributing to Resource Efficiency (in development)•Edexcel L2 Award in Introduction to Resource Efficiency (Energy) (in development)•Edexcel L2 Award in Introduction to Resource Efficiency (Waste Management) (in development)•Edexcel L2 Award in Introduction to Resource Efficiency (Water) (in development)•Edexcel L3 Award in Controlling Resource Efficiency (Energy) (in development)•Edexcel L3 Award in Controlling Resource Efficiency (Waste Management) (in development)•Edexcel L3 Award in Controlling Resource Efficiency (Water) (in development)•Edexcel L3 Award in Controlling Resource Efficiency (Transport) (in development)Providers will be required to indicate their current status in relation to the ability to deliver or willingness to develop capacity for each of the qualifications listed.Providers are invited to submit tenders for up to a maximum of 40 funded places from the qualifications listed above.
