Transformation of University Parking

Our intention is to develop a business case to modernise and transform Cardiff University’s parking Estate and management processes, with one option being a potential introduction of a commercial partnership with a parking operator to manage our car parks (including enforcement) on our behalf.We are looking for a simple and flexible solution to include the following:•Visitor parking solution,•Method of waiving fees for external users of services (e.g. Sports Facilities, Day care drop off / pick up),•Technology driven solution (potentially account and app based) to identify available parking and offer a pay as you go / booking solution,•Issuance of fixed penalty notices,•Ability to offer free parking for University Open days etc.•Links to Car Sharing schemes or provide a car sharing solution as part of the proposed solution,•Links to other resource booking systems e.g. Room booking systems enabling the booking of a parking space following booking a room / desk etc,•Installation of Electric Vehicle Charging infrastructure and charging solution (for users to pay for electricity used).Control of the University Parking Policy including parking entitlement and management of parking ‘White list’ and ‘Black list’ will remain with the University.Should the outcome of the business case result in this being the selected option, operators who are members of an ATA and have experience managing in a similar University environment will be asked to tender for the management and restructure of the University’s parking Estate.
