Solutions and Integration Services:Cheshire Police Authority (CPA) is embarking on a refresh of its core business support applications as part of a programme to Transform Business Services, which includes establishing a Shared Service Centre (based in Winsford, Cheshire) to support their back office operations.Other Police Authorities may decide to refresh their core business support applications and use this Framework Agreement as the basis for their contract. Volumes and values are currently unknown.The selected solutions must be integrated to meet the business objectives of:Common data layer maximizing reuse of data across multiple business processes and providing comprehensive business intelligence and management reporting both for the procured systems and any future systems,Interfaces with other systems currently in use within the Force,Meet the business needs and support integrated end to end processes,Uniform user experience minimizing training requirements and providing the ability to support end to end process management.To support the establishment of a shared service centre for back office functions.CPA is looking to:Procure solutions and integration services to configure, implement and support the solution,To ensure that the solution is fit for purpose for at least 10 years after implementation, To ensure value for money and reduce risk to the Police Authority.The processes included in the back office operations are:- Recruit to retire,- Finance, performance management and procurement,- Information communications technology,- Facilities, logistics and fleet.The Systems Integrator will be responsible for:The overall definition and design of the technology solution in support of the business vision,Assistance and advice with the transition of the systems, both new systems and any legacy systems, into the Force, including any data cleansing and migration,Assistance and advice with the establishment of the roles and responsibilities for on-going support and maintenance including the provision of training and support materials.Suppliers will be required to provide licencing details and prices, however, the Authorities, retain the right to licence directly with the licence provider.Suppliers will be required to provide details of hardware and software requirements. The Authorities retain the right to purchase these through existing agreements.The Authorities may wish to host the system in house however, Suppliers must be able to offer the option of a hosted solutionCPA will be holding a Suppliers Conference currently scheduled for November, at which all interested parties will have an opportunity to learn of CPA's strategic aims and the objective of this particular procurement. The event will consist of an overview of the chosen procurement process and the programme architectural requirements. Full details of the Suppliers Conference including venue information and timetable, will be supplied on receipt of requests to participate in the tender / procurement process (expressions of interest).
