Wrexham County Borough Council (the Council), invites you to submit a tender for one or more of the following project lots:LOT 1 - WREXHAM TOWN CENTRE PARKING GUIDANCE SYSTEMLOT 2 - GROVE ROAD BUS PRIORITY LOT 3 - STANSTY TUNNEL – IMPROVED PEDESTRAIN/WALKING FACILITIESLOT 4 - IMPROVED PASSENGER TRANSPORT ACCESS TO WREXHAM MAELOR HOSPITALLOT 5 - WREXHAM TOWN CENTRE ACCESSIBILITYThe minimum required service outputs for LOT 1 - WREXHAM TOWN CENTRE PARKING GUIDANCE SYSTEM are:a) Design of a Parking Guidance and Information System to include: - VMS Strategy. - Determination of appropriate display/communications technology - Detailed sign design drawings in accordance with “The Traffic Signs Regulations and General Directions (TSRGD).b) Detailed works implementation drawings to include - Sign locations - Civil Implementations works (i.e. sign post/foundations, power supply/electrical connections etc)c) Detailed costs (implementation and ongoing maintenance costs)The minimum required outputs for LOT 2 - GROVE ROAD BUS PRIORITY are:The minimum required outputs of the study are:a) Development, testing and analysis of options which if implemented would deliver documented operational improvements (i.e. improvements in bus journey/reliability times).b) Identification of preferred solution c) Preliminary design/costing and delivery timescales.The minimum required outputs for LOT 3 - STANSTY TUNNEL IMPROVED PEDESTRAIN/WALKING FACILITIES are:a) Detailed design layout drawings - Highway Construction - Include location of housings for control equipment and cable jointing; ducting and chambers for cables associated with the traffic control system.b) Detailed Signal Design Specification & functional description of the method of operation.c) Testing & Analysis (to include method of operation in case of traffic signal failure)d) Risk Assessment/Safety Audit e) Schedule of Materials/Equipmentf) Preparation of detailed estimates of costs for supply and installationThe minimum required outputs for LOT 4 - IMPROVED PASSENGER TRANSPORT ACCESS TO WREXHAM MAELOR HOSPITAL are:a) Develop an initial highways scheme design for the following:1. Bus/Passenger Interchange within the hospital Site.2.Bus Access/Egress Option A - Access/Egress from the west via Crosnewydd Rd (Western Gateway Dev.)Option B - Access/Egress from the south via Ruthin Rd (Morrisons Dev.)- Applicants will be expected to liaise with the hospital (Estates Manager) and commercial bus operators as part of this commission.- The design should give consideration to:- Operation of the buses through the site (one-way/both directions) - Priority measures for buses within and at the junctions to the hospital site. b) Assessment of the following:- Public Acceptability- Key stakeholder acceptability- Technical and Operational- Financial and Deliverability- Risks- Equalities Impact c) Preparation of estimates of costs and timescales for implementation.The minimum required outputs for LOT 5 - WREXHAM TOWN CENTRE ACCESSIBILITY are:The minimum required outputs from this study are:a) Undertake a review of existing access arrangements to the Town Centre with specific reference to the following:-Pedestrian Access-Disabled Access-Cycle Access-Passenger Transport-Loading/Unloading-Other Vehicular Trafficb) Based on the outcomes of the review, consider and develop a set of options which will help improve the accessibility of the Town Centre.c) Assessment of the proposals in terms of:- Public Acceptability- Key Stakeholder Acceptability- Technical and Operational- Financial and Deliverability- Risks- Equalities Impact
