Irish Aid’s Civil Society Programme Funding is a performance-based partnership arrangement with a number of NGO partners including Trócaire. The grant has a strong focus on quality programming, understanding how positive change happens and delivering results for poor households andPage 2 of 8communities in countries of operation. The Programme Grant also recognises the role that Irish NGOs play in engaging with the Irish public on development issues and in building better understanding and commitment to development co-operation and global citizenship.Key areas where Trócaire sought to make significant strides and which constituted driving themes throughout the overall programme include: Addressing gender inequality as a driver of poverty, exclusion and violence; strengthening psycho-social resilience; supporting communities to hold governments to account in the use of power and resources; and supporting communities to build sustainable and climate-resilient livelihoods. Programmes have been implemented by local civil society partners, rooted in communities, and guided by a strong contextual understanding complemented by global outcome frameworks. They have been monitored by programme-level results frameworks which include global indicators used by all countries working in the same goal.Trócaire now seeks a suitably qualified consultant(s) to conduct an evaluation of Trócaire’s Irish Aid Programme Funding across the period 2017 – 2020. It is expected that a team of two consultants will be needed to carry out the evaluation.
