UK SBS National Minimum and National Living Wage Impact Assessment - Counterfactual Research
Descriptions
•Description The final date and time for the submission of bids is 07/ 07/ 2017/ year at 14:00 DO NOT apply directly to the buyer. Please disregard any content in this notice that requests your organisation "to apply directly to the buyer" as this unfortunately a system generated error, that is outside of the Contracting Authorities control All tender information MUST be submitted through the CCS eSourcing Portal. The fundamental question to be answered by this research is: what would workers affected by NLW and NMW increases have earned in the absence of government intervention (i.e. assuming no further increase from the current NMW, NLW rate). This counterfactual question covers both wage level of those on NMW, NLW and wage growth of those on NMW, NLW in the absence of the annual uprating. Given that the minimum wage is nationally applicable, the pure counterfactual is unobservable and so final recommendations must be based on a thorough assessment of the theory and evidence. Please ensure you review all attached information to ensure a full understanding of this requirement. All attachments can be found with the RFx attachments tab within the Emptoris System. This contract will be awarded based on the evaluation criteria set out in the ITQ document.
