UK SBS PS17023 Provision of technical professional support for the STFC RAL Space Department

The main activity in this contract is to fulfill the The Science and Technology Facilities Council (STFC) - Rutherford Appleton Laboratory (RAL) requirements in its role as Centre for Earth Observation Instrumentation (CEOI) delivery partner. This requires provision of professional services and key deliverables on behalf of STFC-RAL to CEOI. A secondary, minor, activity is working with the RAL Space technical leads and business development team to exploit technological opportunities and develop funding potential. The successful company will be able to demonstrate both technical understanding and business development abilities within this niche area of the space industry. The Supplier will have the following tasks: i.In the current phase of the Centre for Earth Observation Instrumentation (CEOI-2020) provide technical and management services to CEOI on behalf of the CEOI Science Co-Director, including: a.Delivery of end-to-end technical project management for CEOI projects, selected by CEOI and produce final management report for each project. These projects are assigned by CEOI to STFC-RAL for management. b.Organisation and delivery of Challenge Workshops as required, under RAL responsibility for the CEOI Programme, and collation of the workshop reports; c.Organise and carry out ESA engagment meetings and report the outcomes to CEOI management d.Review CEOI Technologies, requirements from National Space Sensing Committee, emerging technologies, and NERC's Science Requirements to provide a draft Technology Horizon Scanning Report; e.Participate in weekly CEOI Teleconferences, as appropriate; ii.To develop both our business and relationship with European Space Agency Earth Observation (EO) and other Technology Programmes and, as appropriate and with regard to funds available, with other European EO Organisations (e.g. EUMETSAT, EU). The contractor is required to outline their approach and methodology for developing business, fostering relationships and horizon scanning in their bid proposal. The contractor is required to develop a strategy and undertake necessary relationship building to gain access to ESA Technology Funding for technologies currently under development within Earth Observation and Atmospheric Science Division at RAL Space, including the following specific projects: i.Laser Heterodyne Radiometer; ii.Solid-state Fourier Transform Spectrometer; iii.Mm-wave and THz Technologies; iv.Satellite Telecommunications at the higher frequency ranges.
