East Riding of Yorkshire Council's Economic Development and Communications service is leading on the UK Government's Levelling Up plans in our local area. East Riding towns require greater geographical equality, improved economic dynamism and innovation to drive growth unleashing the power of the private sector to unlock jobs and opportunity for all. It is vital that economic, academic and cultural success is preserved and enhanced whilst improving productivity, boosting economic growth, encouraging innovation, creating good jobs, enhancing educational attainment and renovating the social and cultural fabric of communities. In order to support the initial stages of this aspiration, we are seeking support from an experienced consultant to assist in the collation of our investment plans for Multiply and UK Shared Prosperity funding. The initial investment plans will cover the three financial years from 2022 to 2025. The contract for this work is valued at a maximum of £25,000 for a six-month period (1 June-30 November 2022) with work concentrated in the first nine weeks (through to 29 July 2022). The required outputs will include: •Completion of a comprehensive Multiply Investment Plan •Completion of a comprehensive UK Shared Prosperity Investment Plan •Completion of UKSPF Expenditure Profile spreadsheet •Completion of UKSPF Indicative Deliverables spreadsheet In addition, the consultant will need to work to the following objectives in collaboration with our External Funding Team: •Supporting the External Funding Team in engagement of local stakeholders, partners and Elected members to ensure effective consultation can be evidenced •Examining the scope for and recommending interventions to be included within both investment plans under relevant priorities in line with baseline data provided by the team •Analysis of project ideas forms submitted by internal and external partners •Identification of opportunities and challenges of recommended interventions •Identification and articulation of potential risks and intended mitigation •Identification of any subsidy control issues and mitigating actions •Collation and articulation of intended outcomes, including identification of opportunities for social and environmental outcomes in addition to government prescribed outcomes •Identification and explanation of interventions that involve collaboration with other areas •Identification and design of procurement and delivery plan for a voluntary sector lead for appropriate elements of the Multiply programme •Developing a governance framework for both funds and convening initial meetings of the Local Partnership Board Full completion of the contract work will require approval sign-off from senior leaders through the council's delegated authority process before submission deadline for the investment plans.
