'The Council wishes to appoint a specialist Independent Tenants Adviser (ITA) to provide independent expert advice and support to the Council tenants and leaseholders during the Council's stock options appraisal process and should stock transfer be recommended, the subsequent programme for the transfer of its homes. The Council requires all aspects of stock options appraisal and stock transfer to comply with good practice and guidance from the Homes and Communities Agency (HCA) Greater London Authority (GLA), Department of Communities and Local Government (DCLG) and HM Treasury (HMT), and it is a Government expectation that tenants and leaseholders should benefit from the services of its own ITA to offer impartial advice during the process. The ITA will support tenants and leaseholders to understand the legal, financial and service delivery implications of the transfer and will be expected to work with Council officers as part of the delivery team to examine and support the delivery of key documents including the Offer Document required to support a ballot in order to complete any transfer process by late 2017 or early 2018.'
