Construction of a research and development facility within a University Campus.The negotiated procurement (without a prior call for competition) of a contractor to work with the property company, under a two stage JCT Design and Build Contract 2016, to finalise the designs and manage the build and delivery of an R&D building siting within the same land boundaries as the phase 1 academic building which was recently advertised and procured through a restricted OJEU process. build cost is GBP 16 000 000. In consideration of the time constraints, the health and safety/traffic management risks, the impacts of multiple contractors within a single project land envelope and the commercial implications on both phases, the property company and the CPCA have concluded that the only feasible solution to ensure delivery and mitigate the identified H&S, programme and site management risks, the decision has been made to directly award to Bowmer and Kirkland (the Phase 1 contractor) and as such, are publishing this notice to transparently inform the market of the decision and its justification.
