Urgent and emergency Care Vanguards, Modelling to Support Transformational Strategic Planning

The Urgent Emergency Care (UEC) Vanguard was established to spearhead the delivery of the Keogh Review of Urgent and Emergency Care (http://www.nhs.uk/nhsengland/keogh-review/Pages/urgent-and-emergency-care-review.aspx). The UEC Vanguard differs from other Vanguards by focusing on the implementation of the models and principles developed by the Review, rather than developing and trialling entirely new care models. The UEC Vanguard Modelling to Support Transformational Strategic Planning project intends to provide localities with information to enable them to prioritise the interventions they are enacting to facilitate this redesign and it will support NHS England nationally to develop its UEC strategy, policy, publications and guidelines to support this.The overarching aims of the Modelling to support Transformational Strategic Planning project are to: •Use information to improve NHS England’s understanding nationally of UEC interventions - in particular those that are out of hospital. This is to help NHS England understand what benefits there are from shifting activity from one part of the UEC system to another (channel shift), for example is shifting activity from Emergency Departments to an Urgent Care Centre cost saving etc; •A benefit of this will be to support Vanguards in the modelling required to understand which set of interventions will be of most benefit to their area. This will also support the development of the UEC transformational elements of their 2-5 year strategic plans which will be required by Summer 2016 as part of planning; and •Use the outputs to develop tools and guidance to help other areas to do the modelling required to develop the UEC transformational elements of their 2-5 year strategic plans by Summer 2016. NHS England wish to commission a Provider to support the UEC Vanguard sites to prioritise areas for action/intervention for their strategic plans by identifying the potential scope for savings, whilst as a minimum maintaining the quality of care/outcomes. A competitive procurement exercise has been undertaken through the NHS England Lead Provider Framework Agreement, under Lot 1: End to End Commissioning Support Services.
