NHS Oldham Clinical Commissioning Group ('the CCG'), is seeking information from qualified and experienced providers on the potential interest and capability of the market to deliver a Primary Care Urgent Treatment Service. Following a review of Integrated Urgent Care, the CCG is undertaking a process to implement a Primary Care Urgent Treatment Service to best meet patient needs. The Primary Care Urgent Treatment Service will be available to any patients that attend irrespective of the borough the patient resides in; this includes registered, non-registered and overseas patients. A draft service specification has been developed that reflects a renewed focus of integrated working, intended to incorporate directives from the "Commissioning Standards for Integrated Care" (effective from April 2017) and "Urgent Treatment Centres - Principles and Standards" (published July 2017). The model is based on letting a contract to a single legal entity but this does not preclude innovative bidding models and potential providers can consider a range of models which will meet the CCG's requirements. The purpose of this engagement with the market is to assess the level of interest from providers to deliver the service. Attached to this advert is a draft specification and providers are invited to express their interest by completing the attached Request for Information (RFI) questionnaire. There will be an engagement event to explain the service model in detail and explore the viability of the proposed service within the financial budget available. The CCG considers provider input to be extremely valuable and all those interested are invited to attend. It is likely that this potential contract opportunity will be subject to a competitive procurement process to enable the CCG to identify the most suitable and qualified provider to deliver the service. Responses to this RFI will be used to inform the contract approach and as such, a response is important.A lack of interest being expressed in response to this invitation, may be taken as evidence by the CCG that a competitive process may not be required, so potentially interested providers are advised to respond.
