Wrexham Industrial Estate Access Road - Background and Requirement :Wrexham County Borough Council (the “Council”) is promoting a scheme to improve the access to the Wrexham Industrial Estate (“WIE”). The Scheme involves the provision of new and improved access roads which will enter the WIE from both the north and the south and comprises a new two-lane dual carriageway to the north (the “Northern Access Road”) of the WIE and a new single carriageway to the south of the WIE (the “Southern Access Road”) (together the “Access Roads”)It is currently proposed that:•the Northern Access Road will comprise 3.2 km of new two-lane dual carriageway : three roundabout junctions and one bridge with associated side roads, drainage, lighting, signing, landscape and ecological mitigation; and•the Southern Access Road will comprise 1.4 km of new single carriageway three roundabout junctions and two bridges with associated work on side roads, drainage, lighting, signing, landscape and ecological mitigation.Statutory OrdersOn 2 February 2009 planning permission was granted for both the Northern Access Road and the Southern Access Road subject to a number of conditions imposed by the local planning authority. The Council made the following statutory procedure submissions to the Welsh Ministers on 9April 2009 :- •County Borough of Wrexham (Wrexham Industrial Estate Northern Access Road) Compulsory Purchase Order 2009 ; •The Wrexham County Borough Council (Wrexham Industrial Estate Northern Access Road) (A5156 and A534 Classified Roads)(Side Roads) Order 2009 ; •The County Borough of Wrexham (Wrexham Industrial Estate Southern Access Road) Compulsory Purchase Order 2009 ; •The Wrexham County Borough Council (Wrexham Industrial Estate Southern Access Road) (A5156 Classified Road) (Side Roads) Order 2009 (together the “Orders”)An Inquiry was held in October 2009 by an Inspector appointed by the Welsh Ministers to consider whether to confirm any or all of the Orders. The Council anticipates that a decision will be made by the Welsh Ministers in this regard during Spring 2010.Anticipated Key Dates :Date of Entry to Land - August 2010Scheme completion date - Summer 2012Land Interests - approximately 40 claimants.The Council is seeking a single organisation (with RICS Qualifications and relevant experience, skills and capability) to carry out activities under the Scheme, which will be split into stages as follows :-1) Agree schedule of Accommodation Works with landowners and occupiers on or before 30 June 2010.2) Provide financial estimates for Land Acquisition and Compensation to enable Advance Payments to be made during financial year 2010/11.3) Conduct negotiations on behalf of the Council in respect of land acquisition, injurious affection and disturbance, all in accordance with the Land Compensation Acts (excluding Part 1 Claims).
