Capita Asset Services (Capita), a major provider of advisory services to the UK Public sector, intends to use this framework to enable its clients to procure vehicles. Capita will provide details of the framework agreement and market the framework to its clients.The Council is looking to create a Vehicle Purchase Framework across a number of lots for the following vehicles:Lot 1: Passenger cars including Petrol, Diesel, Hybrid, Electric, LPG (liquid petroleum gas), Hydrogen and Bio fuels.Lot 2: Light Commercial Vehicles (LCVs) up to 7.5t including Diesel, Petrol, Hybrid, Electric, LPG, Hydrogen, and Bio fuels. The lot also covers vehicles purchased with body conversions including but not limited to tippers, drop-side, Luton, flat, curtain-side, recycling, aerial platform, jetter, cranes, street lighting and any other body type an authority may require, including all vehicle racking.Lot 3: Medium Commercial Vehicles (MCVs) from 7.5t to 12.5t including Diesel, Petrol, Hybrid, Electric, LPG, Hydrogen, and Bio fuels. The lot also includes vehicles purchased with body conversions including but not limited to tippers, drop-side, Luton, flat, curtain-side, recycling, aerial platform, jetter, cranes, street lighting and any other body type an authority may require, including all vehicle racking.Lot 4: Pedestrian and compact sweepers up to 12.5t.Lot 5: Plant and equipment, for both agricultural and construction purposes up to 18t to include but not limited to dumpers, loaders, rubber ducks, dozers, standard long and high reach excavators, mini diggers, skid steers, excavators, backhoe loaders, tractors, gang mowers, rotavators and all types of fork lifts.Other vehicles that are clearly related to the core focus of this framework are expected to be provided as part of this framework. These vehicles may not be clearly identified as part of this tender document but can be identified by individual Authorities during their call-off processes. The Council is willing to consider submissions from suitable suppliers that provide all, or a combination of the above vehicles.It is anticipated that the combined requirement from all eligible organisations (‘Authorities’) accessing the Agreement will result in between 2 000 and 4 000 vehicles being purchased per annum during the life of the Agreement.It is envisaged that an absolute maximum of 100 economic operators will be awarded a position on this Framework Agreement. The breakdown of expected expenditure and the number of framework positions by lot is provided below:Lot 1: Estimated framework expenditure 50 000 000 GBP, maximum of 25 suppliers.Lot 2: Estimated framework expenditure 75 000 000 GBP, maximum of 20 suppliers.Lot 3: Estimated framework expenditure 75 000 000 GBP, maximum of 20 suppliers.Lot 4: Estimated framework expenditure 75 000 000 GBP, maximum of 15 suppliers.Lot 5: Estimated framework expenditure 100 000 000 GBP, maximum of 20 suppliers.The estimated value of vehicles that will be obtained through the proposed Agreement during the 48 month period is between 350 000 000 GBP and 450 000 000 GBP excluding VAT. This estimate of framework expenditure is for information only, and no guarantees are given, nor are implied as to the value of business that will be placed with successful Suppliers participating in the resulting framework agreement.
