The Fire and Rescue Services within Wales: South Wales Fire and Rescue Service, Mid & West Wales Fire and Rescue Service and North Wales Fire and Rescue Service are collaborating to tender for the provision and implementation of the software systems to support fire control operations, and have agreed a specification jointly. It is the intention of the services to implement the system in line with the Southern move to the Public Service Centre to create a Joint Emergency Services Centre with South Wales Police and within the existing Joint Communication Centre in North Wales in collaboration with North Wales Police. To this end Bidders will be encouraged to provide solution options that seek to integrate or share systems as much as possible.Services RequirementsAlthough this is a collaborative process between the three Welsh Fire and Rescue Services and South Wales Police, the timing and the extent of the implementation for each system may vary across the organisations and therefore the specific requirements are to be tendered on an ‘options’ basis as follows:•Option 1: All Wales Fire Command and Control system to manage resources and incidents including interfaces (Open Standard where possible) to other Options and existing systems E.g. Airbus Data Gateways, DEIT/MAIT, SWP C&C (CAPITA ControlWorks) , Officer Availability system as need be.•Option 2: Provision of Services and expansion of provision of systems for South Wales Police ICCS (Currently CAPITA DS3000) to accommodate joint control operating requirements and resilience.•Option 3: Provision of services and expansion of systems for South Wales Police Call handling (UNIFY telephony) to accommodate joint control operating requirements.•Option 4: Retained Management System interface to existing Fire Service Systems (Currently CAPITA Rappel) or to provide a suitable replacement.•Option 5: Provide a Management Information System and electronic joint service display board for wider display of statistics, resources and incidents within and outside of the controls.•Option 6: Provision of services and expansion / replacement of Voice Recording and Call Logging systems with interfaces to at least Option’s 2 and 3 for joint control operating requirements.•Option 7: Provision of Communications Command Processors (CCP) and Configuration Services to integrate with existing Fire Service GD92 outstations (Mostly IP enabled Multitone).General requirements applicable to all Options include:•Provision and ongoing maintenance and support of systems•Appropriate user and administrator training•Data cleansing and migration of existing data•ICT implications including connectivity to other systems•Implementation support including an indication of the level of support expected from the ServicesThe options represent the generic requirements and there is an expectation that Bidders ascertain specific Service needs and requirements during the tendering process and specifically during the competitive dialogue which is expected to include the following topics:•Sharing / Interoperation of Command and Control systems for Joint Operations.•Resilience options•Interoperability with existing ICCS Systems•Interfaces with Shared corporate Gazetteer and Service Risk management Systems•Scope of Delivery within and beyond time boxed Live System Operation Date.NOTE: The authority is using eTenderwales to carry out this procurement process.
