The University of Wales: Trinity Saint David (UWTSD) and Coleg Sir Gâr wish to appoint a Contractor for a Waste Management Service. The appointment will be by a process of competitive tender.It is expected that any contract resulting from this tendering exercise will commence as from 1st April 2014 for a period of 2 years with a possible 1 + 1 year extension subject to an annual performance review. The Educational Establishments approach to competitive tendering is one of fairness and its primary objective is to achieve the Best Value for Money in the provision of its Services. In pursuing this objective the Educational Establishments are seeking competition and will not show favour or disfavour to any of the tendering contractors.An effective Waste Management Service is an important factor in the efficient running of an Education Establishment. The provision should ensure that The University of Wales: Trinity Saint David and Coleg Sir Gâr is upholding its ’Duty of Care’ and that all legislation is adhered to. A consistently high standard of service is regarded as vital at every site, and the successful tenderer will be closely monitored on standards of service.Scope of ServiceThe waste management contract will be for the provision of services for the majority of waste streams generated by the Educational Establishments.Due to the forthcoming merger of Coleg Sir Gâr and Coleg Ceredigion with Swansea Metropolitan University and Trinity St David’s University. it is envisaged that Coleg Ceredigion and Swansea Metropolitan University may also wish to participate in this Tender at a later date.The contract includes:•Recyclables (inc. paper, cardboard, plastic bottles and films, other paper and plastic packaging, aluminium tins and cans, glass, other mixed recyclables)•Food waste•Non-reusable / recyclable waste and bulk waste•Recyclable bulk waste (e.g. wood, furniture)•Confidential waste (it is expected that confidential paper waste will be recycled)Recyclable WEEE (it is expected that this will be recycled)All requirements include the provision of appropriate equipment, containers and labour to enable the services specified to be provided, except where existing or new equipment owned or leased by the Educational Establishments is made available.1.Objectives of the ContractThe specification is being prepared to achieve the Educational Establishments objective i.e. to provide a safe, clean, hygienic, and sustainable environment for students/staff/employees and the public in its various sites.The Contract will be for the provision of waste/recycling Management service with collection/removal from each of the sites listed belowe and for the waste streams listed.To appoint a “best quality” provider of waste management services for the majority of waste streams on the specified campuses. ‘Best quality’ can be defined as value for money.To appoint a waste management provider who will understand and fully engage with the Educational Establishments commitment to sustainability, working in partnership with each Educational Establishment to achieve targets and monitor progress.Review the current waste disposal methods, and provide a strategy or method statement to ensure that waste is being disposed of efficiently and effectively whilst still achieving best Value.Ensure the Educational Establishments ‘Duty of Care is upheld and is able to comply to current and future legislation.Provide the waste transfer notes in a timely manner in a method to be agreed by each Educational Establishments estates department.Commit to assist and work, with each Educational Establishment in achieving the recycling targets of:-increasing the total percentage of recycled waste by TBC each yearincreasing the total percentage of reused waste by TBC each yearGain support from contractors to assist the Educational Establishment to increase recycling and landfill diversion and deal with the problems of contamination at each campus.Establish a data system for data collection, recording and monitoring of waste at each of the Sites listed taking into consideration different requirements and services at each Site, in order to set realistic targets for reduction of waste to landfill.Invoicing for all waste streams must include:- must details for all waste types must be included, based on the Schedule of Rates or quotes provided and agreed by the each Contract Representative for additional services; and•Details of proportion of waste sent for recycling, landfill or other treatment each monthSchedule of Locations and holding areasThe University of Wales: Trinity Saint David (UWTSD)Carmarthen CampusLampeter CampusColeg Sir GârGraig CampusSandy RoadPwllLlanelliSA15 4DNTel: 01554 748000Ammanford CampusAmmanfordCarmarthenshireSA18 3TATel: 01554 748303Pibwrlwyd CampusPibwrlwydCarmarthenCarmarthenshireSA31 2NHTel: 01554 748240Jobs Well CampusJobs Well RoadCarmarthenCarmarthenshireSA31 3HYTel: 01554 748201Gelli Aur CampusLlandeiloCarmarthenshireSA32 8NJTel: 01554 748578NOTE: To register your interest in this notice and obtain any additional information please visit the Sell2Wales Web Site at http://www.sell2wales.gov.uk/Search/Search_Switch.aspx?ID=1065.
