Wrexham County Borough Council are looking to engage the market for a Door Access Control and Identity Card Production. We currently operates a Door Access Control system (Mitrefinch) to provide additional security within its corporate buildings. The system covers 66 secured doors across 7 separate sites and there are approx. 2,500 active passes in use by employees, members and visitors. The doors at each site are networked to a centrally controlled database which is used to administer access and remotely control entry to individual doors. Doors are fitted with mag-lock/strike-lock mechanisms as a means of security and access is via Identity Cards using mag/barcode readers located at each door.Additionally the Council operate specialist badge printing software (ID Pro) to produce Identity Badges for approx. 6000 employees, members and visitors. Badges are produced on to PVC blank/pre-printed branded cards and issued with branded lanyards and card holders. Printing is carried out by administrative personnel using MAGICARD (ribbon based) printers.The Council are seeking a single solution to provide both Access Control and Identity Card production for its workforce, members, and visitors.For Access Control the new solution should provide the following functionality:•Allow wireless connectivity for door controllers to save hardwiring where feasible.•Use proximity or biometric technology to replace existing Identity Cards as a means of access.•Allow integration into each building’s fire alarm systems where required, to allow automatic release of doors on an alarm.•Allow integration into automatic powered doors (e.g. sliding/auto closer) where required.•Allow centralised control and administration from remote locations.•Allow doors to be locked/unlocked remotely.•Record details of persons issued with access.•Integration with employee information held in the Council’s Northgate Arinso Resourcelink HR system.•Generate alerts/reports where doors are open/faulty or not responding.•Allow doors to be defined into groups and access to be given at a group level to ease the Administration in maintaining access.•Allow time defined restricted access periods to be applied to doors.•Allow audit reports showing access logs to doors to be produced•Allow quick searches to identify the location of employees/visitors based on last access recorded.•Software to maintain the system will be provided in a hosted/managed environment if feasible.•Servicing/Maintenance of the solution should be available from the vendor, providing a response to sites within 24 hours of incident reporting.For Identity Card Production the new solution should provide the following functionality:•Integration with employee information held in the Council’s Northgate Arinso Resourcelink HR system.•Allow updating of employee information including photographs to be self-administered by employees.•Allow on premises card production and off premises bulk printing of new Identity Cards.•Allow multiple badge design templates to be maintained.•Allow barcodes to be incorporated into badge designs where requiredWrexham County Borough Council would like options for the Access Control only or the Both Access Control and Identity Card.Within the option for Identity Card Production please advise if you are able to provide the consumables for identity cards i.e. blank/branded cards, lanyards etc.Please can you provide an overview of your solution and email details to Rachel Glynn-Thomas, ICT Category Manager by Friday 22nd September 2017.Email - rachel.glynn-thomas@wrexham.gov.ukNOTE: To register your interest in this notice and obtain any additional information please visit the Sell2Wales Web Site at http://www.sell2wales.gov.wales/Search/Search_Switch.aspx?ID=70480.
