Wrexham County Borough Council's Licensing Service are looking to engage the market for an external provider in connection with applications for Private Hire and Hackney Carriage Driver licenses.Requirements are:DBS and DVSA checking:- Processing and delivery of enhanced DBS check- Processing and delivery of DVLA check- Provision of on line application portal linked to relevant WCBC driver licensing page- Provision of telephone support for applicants 9 -5.30, Mon – Fri- Provision within the on line service for pre-screening applicants to ensure they can meet required criteria of set by Wrexham County Borough Council before committing to DBS and DVLA check- Payment for each check to be made by the applicant direct to the provider- Understanding of the legal framework for licensing PH and HC drivers and be able to advise drivers accordingly- No direct charge to WCBC apart from pre agreed set up costsKnowledge Test:- On line based knowledge test for applicants- Web based and independent of WCBC IT systems- Incorporating facility to randomly generate test papers according to agreed criteria from pre agreed question sets- Automatic results calculation, based on per-category passmarks- Direct delivery of results to driver and separately to WCBC- Password protections to ensure no unauthorised access to question data- Checks and balances incorporated to eliminate cheating- Set up costs to be agreed- Option for direct payment by driver to provider for taking the test or for cost of tests to be met by WCBC and recouped through license fee.If suppliers are able to provide this service please can you send an overview of what you are able to offer to Rachel Glynn-Thomas, ICT Category Manager at the following email address:-rachel.glynn-thomas@wrexham.gov.uk
