WCC and the Warwickshire CCGs are inviting organisations delivering community support to contribute to the redesign of the community support model. The market testing will inform the understanding of the potential of the local market to provide the required support offer and to explore innovative ways of delivering the community support services. This is not a procurement/tender exercise. This is an opportunity for current and prospective care and support providers to help to inform the design of community services for adults with disabilities, neurodevelopmental conditions, mental health needs and/or early onset dementia (for people aged under 65). Warwickshire County Council (WCC), Coventry & Rugby CCG (CRCCG), North Warwickshire CCG (WNCCG) and South Warwickshire CCG (SWCCG) ('the CCGs') are working together to re-design and re-procure the community provision. The redesign and re-procurement of community provision for this population cohort is necessary in the context of rising demand, cost pressures, a focus on personalisation and outcomes, changes in operational processes and the need for market sustainability. This recommissioning activity will look to ensure that there is a clear and coordinated support offer for people in the community that encourages self-sufficiency, maximises independence and choice and supports people to stay healthy and well. Emphasis will be placed on individual outcomes and personalised solutions for customers by commissioning services that are responsive, flexible, sustainable and affordable. Bringing the commissioning of community support under one umbrella and enabling greater use of personal budgets will facilitate better flexibility for providers and a more consolidated approach to contract management. Warwickshire County Council will be using its e-tendering system (CSW-JETS) for the administration of this market testing process.
