Welding and Fabrication Services - Civic Amenity Sites and Landfill Site

Caerphilly County Borough Council has appointed several suppliers under a framework agreement to provide welding and fabrication services for general and specific repairs as listed below.These requirements include, but are not restricted to the following list and are currently undertaken using manual metal arc (MMA) and Arc welding:·Plating to skip walls and floors to repair splits, punctures etc;·Strengthening of A frames;·Repairs to ratchets;·Repairs to doors and hinges;·Repairs to cross bars;·Repair to securing pins;·Large repairs to superstructure of containers;·Repairs to fencing/railings;·Repairs to shutes on the ramps of CA sites.·Repairs to and the fabrication of gratings·Repairs to and the fabrication of doors and shutters·Repairs to site containers and offices.The services may be required in all parts of the County Borough of Caerphilly, but for the majority of the time will occur within the Civic Amenity (CA) sites and Landfill site which are based at the following addresses, thus suppliers had to be prepared to cover and work within all boundaries identified. These services may also be called upon and used by any department/service area of the Authority.Civic Amenity (CA) Site Addresses:1) Rhymney CA Site, Lawn Ind Est, Rhymney, NP22 5PW2) Aberbargoed CA Site, Bowen Ind Est, Aberbargoed, CF81 93P3) Full Moon CA Site, Full Moon Ind Est, Crosskeys, NP11 7BD4) TrehirCA / Landfill Site, Pandy Lane, Llanbradach, CF83 3RP5) Penallta CA Site, Penallta Ind Est, South Road, Hengoed, CF83 7QZ6) Penmaen CA Site, Penmaen Ind Est, Penmaen Road, Pontllanfraith, NP12 2XZ.Due to the restrictions placed on the Authority’s licences within these CA Sites it will be required that some repairs must be undertaken within short notice of the supplier being informed, this being to ensure that the Authority complies with these licence obligations and avoids any penalties.Such repairs shall be responded to within 2 - 4 or 24 hours of notice as instructed, thus suppliers will have to be able to accommodate these notice periods and must be prepared to respond within such time as notified by the client to carry out repairs. The Authority therefore requires suppliers to comply with this as a Mandatory requirement, no offers by suppliers will be accepted unless they can accommodate this specification stipulation.Suppliers were invited to submit their hourly rates which shall be inclusive of the cost of consumable items (gas, welding rods etc.) to respond within these timescales as per the pricing schedule and to indicate if and what sites can be attended within these thresholds. The hourly rate only applies to working time on site and is not inclusive for time spent travelling to/from site.Beyond these urgent response times suppliers are also invited to state their normal standard response times along with the subsequent rates where applicable and what areas can be attended to.Unless otherwise instructed, suppliers shall start and complete all repairs between the hours of 0700 – 1700 Monday to Friday (the opening hours for the CA stes are 09:00 - 16:30 Winter and 09:00 – 18:00 Summer).Materials used will be paid at cost plus the mark up specified as per the pricing schedule (copies of invoices for supply of materials must be supplied). You will need to identify the materials costs and ability to comply/respond within acceptable timescales as part of the specification response.The Framework will be for a period of 3 years with an option to extend for up to a further 12 months. It is envisaged that the contract will commence from the 7th May 2014.The contract will not be for any fixed quantity of repairs, quantity requirements cannot be guaranteed as repairs will arise on an ad hoc basis and therefore the Authority will only contact suppliers on this framework from time to time as such repairs arise.Suppliers were awarded onto the Framework based on lowest cost to specification.
