The Welsh Government wishes to commission research on the Welsh Government’s intervention and ownership of commercial property in Wales.2.3Research on commercial property ownership by the Welsh Government would aim to examine the issue of developing the Welsh Government owned stock of property and specifically, address the following areas:•Explore and review the rationale for Welsh Government intervention in commercial property ownership and development.•Establish if there exists an optimum ‘float’ of readily available, vacant and modern premises to maximise Wales’s chances of securing mobile investment projects, enabling domestic and multinational firms to initiate operations in a timely manner.•Determine the degree of proactivity required in commercial property development by the Welsh Government. This will inform the development of the Welsh offer to business, whilst accounting for sectoral and regional strengths and needs, based on a demand led approach.•Explore the outlook for commercial property needs in Wales, providing forward looking advice for future holdings and developments.•Determine the extent to which WG should remain as a landlord of property, once the new capacity has been created and is being utilised by business, i.e. does WG have a role/interest in holding property for income generation purposes/protecting future loss of provision or should it divest once the gap/inactivity has been addressed?•How the stock of property holdings can be used to support the delivery of the Calls to Action in the Economic Action Plan.
