WRAP requires an external technical specialist to work as a transactor to support authorities through significant change, the requirements for this are:— operational and practical understanding of waste and recycling collections,— in depth understanding of the Welsh Government Collections Blueprint and a thorough appreciation of the advantages of kerbside sort collections,— demonstrable experience of liaising with local authorities at director, chief executive and member level and influencing service change,— thorough understanding of the political context in which Welsh local authorities are operating,— consistent service provider until March 2022 (Subject to annual funding confirmation),— one individual as opposed to a team in order to build relationships with the local authorities in Wales at a series of levels,— capacity to provide the services for 100 days/year.
