Welsh Public Service Social Partnership Training

Descriptions

We are seeking to appoint a training provider to develop and deliver a training programme that will run over two years and will equip social partners with the relevant knowledge, skills and behaviours required to enable effective social partnership working and embed the Social Partnership model within the public sector in Wales. Social partnership brings together government, employers, and trade unions in areas of mutual interest to design and implement better solutions. At heart, social partnership is a values-based way of working. A growth of evidence is starting to accumulate which demonstrates how transparent communication, commitment to ongoing dialogue, early involvement in decision-making and reaching consensus can help to create fairer, happier workplaces that deliver better services and improve wellbeing.Different social partners and organisations are at very different places along their social partnership journeys. We are looking for a provider to develop and deliver training that meets three different levels of need:o provide individuals with a basic understanding of the concept of Social Partnership, the national context and its characteristics and benefits.o enable employers and unions not currently working in social partnership to set up and participate effectively in a social partnership model.o enable existing practitioners to critically reflect on existing social partnership practice within their organisation / sector and further develop relevant skills and behaviours to improve effectiveness.Due to the wide variety of social partners we are looking to reach as part of this programme and the time constraints on social partners which may impact their ability to engage with training, we would like a modular approach to delivery so that people can pick and choose from a variety of sessions/topics as well as delivery of certain aspects of the programme (e.g. the introductory level resources) as self-led, via an on-line learning platform using an interactive approach and filmed resources e.g. actors undertaking role play or explain various aspect of Social Partnership. We don’t expect you necessarily to have existing knowledge of or expertise in Social Partnership (although it would be beneficial) but would like you to develop resources and activities based on information provided by us in order to equip participants with relevant knowledge, skills and behaviours so that they understand the principles and value of social partnership working, understand the national landscape, the roles of different social partners, characteristics and required behaviours for effective partnership working, to enable them to act as an effective social partners within their organisation, and develop skills to improve their effectiveness as a social partners. We do expect you be able to develop and deliver a modular training programme that meets the identified learning needs and learning outcomes utilising a variety of interesting, creative and interactive learning interventions, including online application.NOTE: To register your interest in this notice and obtain any additional information please visit the Sell2Wales Web Site at https://www.sell2wales.gov.wales/Search/Search_Switch.aspx?ID=125503.
