Welsh Translation services framework arrangementHigher Education Funding Council for Wales (HEFCW) T09HE/2010/11The Higher Education Funding Council for Wales (HEFCW) is seeking the services of external translators or translation companies to carry out the translation of written documents. Translation will normally be from English to Welsh. HEFCW does not generate a steady volume of translation, and there will be peaks and troughs in the level of service required. In addition to a number of reports and documents which require translation into Welsh each year, we require the services of translators to translate web content, press releases, newsletters and some circulars and consultation documents. In the past, this has amounted to between 200,000 and 250,000 words per year.The framework arrangement will commence on 1 April 2011 and will be for a period of one year, with the option to extend annually for a further two years (i.e. up to a maximum of three years in total). We anticipate that the framework will include two suppliers, which will include one main supplier who will be approached to undertake the bulk of translation work required by HEFCW. The second supplier will be approached when the main supplier is unable to fulfil our request at a particular time. However, HEFCW cannot guarantee any level of business to any company as part of this framework arrangement.HEFCW is responsible for funding higher education (HE) in Wales. We distribute funds for education, research and related activities at eleven higher education institutions in Wales. We are sponsored by the Welsh Assembly Government and act as an intermediary body between the Welsh Assembly Government and the higher education sector in Wales. We provide advice to the Assembly Government on the funding needs, aspirations and concerns of the higher education sector. The pre-qualification questionnaire attached to this advert will be used to shortlist potential suppliers to proceed to the next stage of procurement, which will be the submission of a fuller tender. However, some of the information in the attached pre-qualification questionnaire will be in English only as we cannot give any translator or translation company an advantage over others interested in submitting a tender by allowing sight of these documents for translation.
