Wheelchair Service- Bespoke Procurement- NWL CCGs

The collaborative of CCGs intending to commission a new integrated wheelchair service are: •NHS Central London •NHS West London •NHS Hammersmith and Fulham •NHS Hounslow •NHS Ealing •NHS Barnet •NHS Brent The above CCGs wish to award 3 contracts for integrated wheelchair services to be delivered across 3 centres (to be set up as geographical lots) and to be awarded under separate contracts. The contracts will be awarded to the highest scoring bidder across the pricing and quality criteria for each lot. The focus of this procurement is to commission a wheelchair service for people of all ages who have a long-term need for mobility assistance in the catchment areas. The CCGs require an integrated care service model for wheelchair users. The priority for this service redesign is to ensure those with complex, long term conditions, are able to access the right wheelchair, quickly, and with appropriate information and support. The full service will cover: •Assessment & prescribing •Supply and provision of powered and non-powered chairs •Delivery and Collection •Repairs and General Maintenance •Re-Use/Recycling, Cleaning and Decontamination and Planned Preventative Maintenance •Rehabilitation Engineering Services •Specialist Seating including cushions, accessories and pressure mapping A lead provider will be fully accountable for the delivery of the whole service. Full details will be provided in the MOI & Specification to be issued on 08/01/16. Changes to the Previously Proposed Procurement Approach: Following the market engagement advert placed on Contracts Finder 14/08/2015 the original plan was to procure the North West London wheelchair service requirements via a mini competition off the back of the NHS SBS Framework Agreement for Community Equipment, which was due to be awarded 04/01/16. As bidders may be aware the above framework agreement has been extended and will now close on the 29/01/16, to be awarded in March 2016. Due to the timing of the North West London collaborative CCG requirements it is no longer possible to wait for the award for the NHS SBS framework, so exceptionally, a separate procurement will commence for the specific requirements of North West London CCGs on 8/01/16. Impact on Bidders: There is an existing opportunity for bidders to secure a place on the NHS SBS national framework agreement and, if interested, bidders will need to respond to this additional procurement process. This change has been unavoidable to ensure service commencement of the new North West London CCG contracts on 01.07.16. NHS SBS will endeavor to minimise any additional effort for bidders by streamlining the specific North West London process to that of the framework agreement.
