The Forestry Commission is inviting tenders for provision of Wood Heating Management Services for its offices and visitor centres in Wales. Services to include woodfuel boiler system maintenance, fuel supply, RHI administration, system monitoring and repair. The anticipated contract start date will be 12th Sept for 3 years.Definition of the heating systemFor each site the specific definition of the heating system elements to come under this contract will be agreed, but will generally include:a. Lead wood-fuel boiler and thermal store; b. Fossil fuel back-up/ancillary boilers with fuel supply;c. Ancillary plant including PU, expansion vessel, control valves, circulation pumps, control panel; andd. All the existing LTHW distribution system comprising all radiators together with ancillary components such as thermostats, zone valves etc.Scope of the Management serviceThe Management Company will undertake the following:• Manage the sourcing and delivery of wood fuel within specification for each individual boiler and fuel delivery system.• Manage the regular maintenance of biomass boiler plant and all other system components in line with manufacturers' instructions, documentation, safe working practice and agreed risk assessments.• Provide daily monitoring via BioMAN system and regular site inspections to detect faults, monitor system performance and generate the required data for the purposes of claiming the RHI.• Manage all repairs to the system to ensure efficient and reliable operation. The first two sites to be included in this contract are two wood pellet boiler installations, in Welshpool and Resolven as described below. FC Wales may add additional sites as required. Welshpool:A new 35kw Gilles pellet boiler is being installed into the existing boiler house on the ground floor of the two story office building in a town centre location. The total annual wood fuel requirement is estimated at just over 8 tonnes. It is intended that this will be delivered in two 4 tonne deliveries into a pellet store with a capacity of 10m3.Resolven:A 35kw Gilles pellet boiler is being installed into a dedicated prefabricated boiler room located adjacent to the existing single storey office building in rural woodland location. The total annual wood fuel requirement is estimated at just under 12 tonnes. It is intended that this will be delivered in three 4 tonne deliveries into a pellet store with a capacity of 10m3. The number of sites is initially only 2 office buildings but this may increase to 7 within 3 years. The estimated total value of the contract is between £5,000 and £50,000 per annum depending on the number of sites coming into the contract.
