Project Overview Walsall Council is looking to appoint a single competent contractor to complete parks projects under the 'One Palfrey Big Local Parks and Play' scheme. One Palfrey Big Local is a resident led programme supported by a Local Trusted Organisation (Walsall Council for the parks and play project) and a Big Local Rep. The Partnership consists of 12 residents who live in the OPBL area. One Palfrey Big Local partnership guides the Big Local making decisions about funding. To achieve OPBL's vision, residents chose four priorities that are based on the changes they most want to see: o A cleaner and safer Palfrey neighbourhood o Healthier residents with a sense of community & wellbeing o Better access to jobs, training and lifelong learning o Improved community activities and services for all. As part of these priorities and local consultation the OPBL decided to look at a park and play improvement programme for 3 local sites. The scheme has been consulted on at all stages with local communities through OPBL which has resulted in the following sites being selected for the works summarised. 1. Palfrey Park - Dale Street, Palfrey, Walsall West Midlands WS1 4AN. Play Area Improvements / North and South park landscaping / Park Furniture Improvement. 2. Bescot Crescent Play Area, Bescot Crescent, Walsall West Midlands WS1 4DH Play Area Improvements / Small scale planting / Park Furniture Improvement. 3. Arena Park - aka known as Rutter Street Play Area), Rutter Street, Walsall, West Midlands. WS1 4HN Improvements / Park landscaping / Park Furniture Improvement / Improvements to MUGA (Multi Use Games Area). Procurement The route to market being used is a mini competition under the Pagabo Dynamic Purchasing System for Small Works. The framework fee applicable to is 1.5% which is charged monthly. The works are to be procured via a single stage tender process. Budget The project is funded by One Palfrey Big Local, with a maximum budget of ?458,300 If the costs come in above the budget the Council reserves the right to omit certain items listed within the commercial workbooks or opt to add in later should additional funding be available etc. During the tender period bidders will be given the opportunity to provide costs for alternative products to those specified as a cost saving initiative. The timescale for this project are currently works to be complete and money spent by end of March 2025. However following contractors feedback from the EOI, the Council are in the process of formally requesting an extension until 4th August 2025.
