Wrexham County Borough Council – Digital Platform high level requirements1.Design and implementation of a bi –Lingual website conforming to all Government security and accessibility standards•Minimum of AA level of the WCAG 2.0 accessibility guidelines. https://www.w3.org/WAI/WCAG20/quickref/ (e.g. Ability to change text size, colours used, works without javascript etc).•Website must work on all devices / platforms, specifically without the need to download an App i.e. Responsive design.•Must be able to support Welsh language versions of all aspects of the website, and customer contact / customer accounts. Users must be able to choose the language of the website, and for that choice to be maintained whilst using the website.•Option for the website to be hosted and managed with full DR, business continuity, back up and restoration•Incorporating a Content management system capable of handling bilingual requirements•Incorporating a secure intranet site for access by staff and members2.A self-service platform enabling citizens to interact digitally with the council across multiple channels and in the language of their choice (English or Welsh)•A citizen account providing personalised and secure access to a range of council services (see below)¿A single account for the customer with a standardised view of the customers personal data¿Ability to view personal information, register, track & update information and to receive automated updates on progress¿Ability to upload documentation e.g. payslips, passport photos etc¿Ability to utilise location based reports¿Ability to automatically update information in back office systems without the need for additional staff intervention•E forms – logic based and with ability for in house development and amendments•Web chat/video chat•Appointment booking for officer interviews, booking of facilities or services•Assisted self -service based on & integrated with citizen account but with additional information available to agents•Integration to back office systems•Process Management•Data Analytics & statistics•Data matching functionality to ensure data consistency in back office systemsNOTE: To register your interest in this notice and obtain any additional information please visit the Sell2Wales Web Site at http://www.sell2wales.gov.wales/Search/Search_Switch.aspx?ID=62872.
