Wrexham Children’s Social Care Department provides services to support positive and confident parenting for parents in Wrexham.WCBC is seeking to provide some of these services through the procurement of the Wrexham Children’s Services Parenting Framework; a framework of providers who are able to provide a range of services.Background/ContextServices procured via this framework could be funded from a number of funding sources: Families First, Flying Start, other funding. The Families First Guidance 2017 will be used for the purpose of specifying the type and the quality of services required within the framework. Services proposed and offered through this Framework should be designed with the Families First Programme in mind. Providers should be aware that access to services, anticipated outcomes, monitoring schedules and the evaluation of services may alter if services are procured via other funding than Families First.Families FirstWelsh Government through the refocussing of Families First funding has identified parenting as being a key factor in the preventative agenda. A clear definition of what constitutes parenting is included in Families First Programme Guidance 2017….‘In its most basic form, parenting refers to the aspects of raising a child from birth to adulthood. However, the practice of parenting is far more complex. Parents are responsible for promoting the physical, emotional, social, financial and intellectual development of a child. They are responsible for ensuing their health and safety, for their learning and education, and for preparing them for life as productive adults. Good parenting creates a stable, nurturing home environment, sets and maintains appropriate boundaries, provides positive role modelling and is a constant and active part in a child’s life.Many factors can affect a person’s ability to parent effectively, and many parents need extra support to help them cope with the pressures of parenthood Families First can support parents in a number of ways from the provision of information and advice to the provision of evidence-based parenting interventions.’Flying StartWrexham Flying Start is a Welsh Government funded programme for children aged from 0 years up until their 4th birthday and their parents/carers, who live in certain parts of Wrexham. The aim of the programme is to help children to have the best possible start in life for their future growth and development. Flying Start is child focussed and supports parents/carers to provide the most positive environment for their children’s wellbeing. Through early identification of needs and provision of early support, Flying Start aims to improve the outcomes for children and young people and their future life.Parenting support is available in group or on a 1 to 1 basis to help parents to further develop skills in managing and understanding their children’s behaviour, setting boundaries, establishing household routines, playing and interacting with their children and healthy nutrition. These all help to build parent’s confidence and self-esteem.The Services to be providedParenting and parent support services should always take a strength-based and evidence-based approach to complement the core aims of the Families First programme.Services will be provided for parents under the following age-related themes:•Conception and early years support for parents of children to age 7•Support for parents of children in middle childhood aged 7 – 12•Support for parents of teenagersEach of these should be underpinned by the following cross-cutting themes:•Early intervention support for vulnerable families•Evidence-based theories of child development•Positive parenting•Relationship support•ResilienceIn providing services which support parenting, we require services to promote protective factors and/or reduce risks for children and are aimed at the following:•Developing positive attitudes, aspirations and resilience•Enhancing positive parenting skills•Increase parents’ confidence and skills in providing a positive home learning environment and supporting their child with their learning•Improving parent-child and parent-parent relationships•Increase parents’ confidence in their parenting role•Strengthening parents’ understanding of child development•Supporting parents to achieve good mental health•Supporting parents to achieve positive emotional well-being.In order to ensure that services meet the needs of families as identified above, parenting and parent support services will consist of the following service provision (6 Lots):-1.Evidence-based group-based structured parenting programmes.2.One-to-one support.3.Informal parenting support.4.Informal drop-in support.5.Relationship support services.6.Mobile Crèche Provision.WCBC is looking to appoint providers to this framework who meet the criteria detailed and submit a successful application.Please note that successful application to the framework does not guarantee funding.NOTE: The authority is using eTenderwales to carry out this procurement process.
