1.INTRODUCTION AND PURPOSEWrexham County Borough Council WCBC) in conjunction with Welsh Government (WG), Wrexham Glyndwr University and Transport for Wales have established a Partnership to deliver a regeneration programme called the Wrexham Gateway. The aim of the regeneration programme is to harness the economic development, social and transportation opportunities in the area of the Wrexham General Rail Station, the Wrexham Racecourse Football Ground and Integrated Transport opportunities, including adjacent parcels of land.2.BACKGROUNDThe Partnership has previously commissioned two masterplan studies (see Appendices D and E) of the area along with site acquisitions and a number of focussed studies to support the project. The intention of this commission is to procure a further update to the previous designs undertaken to reflect the knowledge gained from this process and the emerging site constraints.3.MANAGEMENT OF PROJECTYou will work for WCBC and the Lead Officers will be Alistair Aldridge (Wrexham Gateway Project Manager), Leanne Taylor (Project Manager of Physical Regeneration) and Nick Adamson (Development Surveyor) and colleagues from Planning Policy and Highways.The consultant will be required to maintain contact with the day-to-day contact officers at all stages of the commission, there will be regular meetings in order to update on project progress.Only the key staff identified in the submission may work on this commission without the prior written approval of the clients. Failure to comply with this requirement may, at the clients’ sole discretion, render the submission invalid and entitle the Clients to repayment of all or part of any fee received.You will be required to make available to the Council any survey material and electronic files gathered in relation to the commission and the Council will retain the copyright to all material produced in relation to the study, in whole or in part, after publication. The Council retains the right to draw its own independent conclusions from the study or the survey material.4.CONSULTATIONYou will be expected to engage in effective and detailed consultation with key stakeholders - specifically Council officers, representatives from the Gateway Partnership and associated consultants as required.The need for meetings/ updates in relation to this feasibility study is as follows:i)commissioning meeting to agree the timetable and methodology for the work;ii)receive progress updates, in the form of weekly emails with the nominated day to day contact during the course of the commission;iii)liaison with, and preparation of responses to the clients on specific matters during the course of the commission, to ensure a successful outcome; andiv)presentation of the draft report to the officers identified prior to submission of the final study.The Council is not bound to accept your quotation.NOTE: The authority is using eTenderwales to carry out this procurement process.
