Derby City Council is seeking to commission a number of Block Contracts to supply high quality supported accommodation for Young People in care aged 16/17 years, and care leavers up to the age of 21 years. The procurement process adopted by the Council for this tender is based on the 'Open' tendering procedure as detailed in the Public Contracts Regulations 2015 but with the flexibility provided by the Light Touch Regime (Regulation s74 to 77) as detailed in Public Contract Regulations 2015. The contract will run alongside a D2N2 (https://d2n2lep.org/) light touch provider framework, commencing in the Autumn of 2022, which will be used to commission more complex supported accommodation placements when the block contract is unable to meet a Young Person's specific requirements or when the Block Contract has reached full capacity. Supported accommodation placements will improve a Young Person's skills in the following areas: •Sustaining a tenancy •Managing a budget •Engaging in the local community •Understanding how to access further support •Gaining independence skills Bidders MUST already have the Accommodation requirements (availability, location and volume) as set out in the specification documents in place at the time of submitting their Bid. LOT 1 - CHILDREN IN CARE / LOOKED AFTER CHILDREN This Lot relates to the following cohorts of Young People: •16/17 Year Old Children in Care (CiC) / Looked After Children (LAC) •16/17 Year old Section 20 Young People •Unaccompanied Asylum Seeking Children (UASC) awaiting a Home Office decision Essential Components / Criteria The Provider must provide accommodation and 10 hours per week of direct one-to-one support per Young Person as outlined further in the Specification. Placement Number - a total of 40 overall placements per year LOT 2 - YOUNG HOMELESS / CHILDREN IN NEED / CARE LEAVERS This Lot relates to the following cohorts of Young People: •16/17 Year old Young Homeless •16/17 Year old Children in Need (CiN) •18-21 Year old Care Leavers •18-21 Year old Unaccompanied Asylum Seeking Children (UASC) in receipt of a positive Home Office decision (e.g. granted Leave to Remain) Essential Components / Criteria The Provider must provide accommodation and 10 hours per week of direct one-to-one support per Young Person as outlined further in the Specification. At the point of response to tender, the Provider must provide evidence that they are an approved registered provider of social housing with Derby City Council or that they have previously successfully claimed Housing Benefit from Derby City Council within the last year for 16/17 year olds in supported accommodation in Derby.
