The NHS Wales Shared Services Partnership, hosted by Velindre NHS Trust are acting on behalf of Cardiff and Vale University Local Health Board sought to establish a contract for Youth Offending Services Substance Misuse Support Services. The use of alcohol, recreational drugs, illegal highs, solvents and class A drugs has a notably higher rate of prevalence in younger people who are involved in the criminal justice system, compared with those who are not. The Cardiff and Vale Substance Misuse Area Planning Board (APB) and Health Board have a long standing continued investment programme into the two youth offending services to ensure that adequate specialist substance misuse advice, information and support is available within the teams as a resource for both service users and staff.Whilst formerly integrated into the generic contract for Tier 2 children and young people’s services, the new commissioning arrangement is seeking to repatriate these services back into being an integral component of the two youth offending services as they contribute to the day to day operational effectiveness of the services.
