YP Service Accommodation and Floating Support for Expectant Young Mothers and Young Mothers with Dependants

This is a call off via the Councils 18-023 Flexible Purchasing System: 16+ Accommodation and Support. To secure a service provider with the capability and capacity to deliver a Young Expectant Mothers and Young Parents with Dependants Service using the 16+ Accommodation and Support Flexible Purchasing System (FPS) which sits within Children and Young People Services. The service will deliver the following:- • Accommodation-based support with on-site support. • Dispersed Accommodation with Floating Support • Floating Support for Young Parents in their own home. The Service is to provide Accommodation Based Support with on-site support at Fleming Gardens, where there are ten two-bedroom self-contained units in Flanderwell, Rotherham. Together Housing owns the current building used as accommodation at Fleming Gardens and is the only property specified to transfer with the contract. The Service must provide a minimum of ten dispersed properties within the borough, which the service provider will have sourced during the mobilisation period and be managing. These properties are to either have two or three bedrooms. The Service will provide Floating Support, supporting up to 27 families anytime. It is expected that these aspects of service provision will provide support for a period of up to two years: • The average stay for the accommodation provided is expected to be nine months but will vary based on the client's needs. The Service must focus on the most urgent issues for the clients, including risk. •The target duration of Floating Support is six months, with the ability to repeat via a partnership decision, with a maximum of 24 months inclusive of all elements within the service pathway. If there is a requirement that this support continues beyond six months, there will be formal and regular reviews (every six months) during the period. The Service can be flexible within the pathway. The main purpose of the Service is to assist young parents in gaining the skills needed to obtain and/or maintain a tenancy and avoid social exclusion and poor health and academic achievement for both them and their children. The Service will equip families with parenting and independent living skills, thus avoiding the poor lifestyle choices and parenting skills that lead to statutory agency involvement, family breakdowns or separation through effective engagement in key services. The Service will promote healthy lifestyles and relationship choices and encourage access to work and education.
