Executive Summary Western Riverside Waste Authority, "the Authority", was established in 1986 as an autonomous statutory local government body to undertake the waste disposal functions prescribed by the Local Government Act 1985 and the Waste Disposal (Authorities) Order 1985, for the London boroughs of Hammersmith & Fulham, Lambeth, Wandsworth and the Royal Borough of Kensington and Chelsea. The Authority's residual waste (currently around 300,000 tonnes per annum) is contracted until 2032 to be transported by barge, from its two riparian transfer stations situated in the London Borough of Wandsworth to the Riverside Resource Recovery Limited Energy from Waste Facility that is part of the group of companies trading as 'Cory Riverside Energy' (CRE). The Authority is interested to know more about what alternative residual waste management options it might have post 2032 and what they might cost. Scope This tender request seeks to commission a suitably experienced consultant to produce a report to inform the Authority on the following: 1.Beyond CRE's current capacity at RRRL and the possible additional capacity at its proposed Riverside Energy Park - what alternative EfW Capacity is likely to exist in London that: 1.1.might be accessible for the direct delivery of residual waste by the Authority's constituent councils, or 1.2.could receive waste transferred from the Authority's waste transfer stations (bearing in mind that these are safeguarded wharves an...3rd September 2021Draft report to be submitted for review 14th September 2021Final report to be submitted Proposal requirements Consultants are requested to: 1.Provide a project plan detailing the full scope of the work they propose to carry out. 2.Confirm that the timeline for completing the work is achievable and acceptable. 3.Provide a fixed price. 4.Provide details of the personnel who will manage the project and produce the report, including details of their previous relevant experience and a named principal contact person. 5.Confirm availability of key personnel. The percentage weighting for quality/experience (Q) versus price (P) will be 60/40 and proposals will be evaluated with specific regards to: -A demonstration of an understanding of the project and identification of the key issues. (Q) -A demonstration of a commitment to timelines and ability to meet objectives set out. (Q) -Personnel expertise in project management of similar work and effective reporting.(Q) -Competitive price and suitable budgeting. (P) .
