Newport City Council invites tenders in accordance with the performance specification to establish for the provision of housing improvement loans to owner-occupiers in Newport.The tender is for the administration of loans on the Council’s behalf, under the Council’s ‘Safe, Warm & Secure’ loan scheme. Loan capital will be provided by the Council and loan agreements will be between the Council and the borrower.The tender is from the commencement date in 2018/19 and the following two financial years, 2019/20 and 2020/21.The number of loans to be administered will depend on demand and the value of the loans made. There will be £300,000 of loan capital made available to fund housing improvement loans over a three year period. The Council will pay a set fee per application and the service provider will also charge a fee to the loan applicant.
