Anti-Bullying & Behaviour Toolkit 2025/26

The Government firmly believes that every child and young person should know that success can belong to them. Good behaviour in schools is essential to ensure that all pupils can benefit from the opportunities provided by education. Parents and carers should have confidence that, regardless of which school their child attends, approaches to behaviour – including to tackling and preventing bullying – are underpinned by the right expertise and set high expectations for all pupils. This confidence will be built on the knowledge that school staff are equipped with the latest evidence, training, and best practice to create inclusive, thriving environments. To support schools in developing their practices related to behaviour – including bullying – effectively and according to the latest best practice, the Department is seeking an organisation (or a consortium) to lead an expert- and evidence-based review of best practice for supporting good pupil behaviour, reducing preventable exclusions, and tackling and preventing bullying.* The organisation(s) will then use this evidence and related insights to draft a practical and user-friendly resource to be used by schools. This resource will be tested in select schools as part of the development process. NB: The evaluation of this resource will be procured separately – further information on this will be posted in due course. *It should be noted that the organisation (or consortium) will be expected to conduct a single-subject analysis of effective components of anti-bullying programmes as part of this review. The purpose of this engagement notice is to notify organisations of the Department's intention to conduct this review and resource creation and to enable interested parties, including prospective bidders, to sign up for the 90-minute online information event as follows: • Friday 8th August, 1pm Information regarding this session will be available to those who register their interest on our e-tendering portal Jaggaer, https://education.app.jaggaer.com/ Search for "opportunities" for 9976_AntiBullying and Behaviour Toolkit It is also mandatory for any interested suppliers to register on the new CENTRAL DIGITAL PLATFORM which is part of the enhanced Find a Tender Service. This procurement will be progressed using the Open procedure under the Procurement Act 2023. This is a zero-value notice for early market engagement and is not a call for competition. The Department for Education reserves the right not to enter a formal procurement process and not proceed with contract award.
