Bikeability Cycle training Contract

The Services shall comprise the delivery of Bikeability cycle training across schools within Bracknell Forest funded by the Department for Transport and Active Travel England. The service is to be carried out to the standards set by the Department for Transport and Active Travel England. The current contract ends on 31 August 2026, and the Council intends to award a new 5-year Agreement commencing 31 August 2026. The programme supports the promotion of safe and active travel for pupils and will be delivered by a specialist cycle training provider.
Engagement
Preliminary Market Engagement (PME) – Bikeability Cycle Training Bracknell Forest Council is undertaking preliminary market engagement (PME) to inform the future procurement of a Bikeability Cycle Training Service within the Borough. The current contract is due to expire on 31 August 2026, and the Council intends to put in place a new five-year contract (1 + 1 + 1 + 1 + 1) commencing 1 September 2026. The purpose of this engagement is to understand the capacity, capability and appetite of the market to deliver high-quality, sustainable and inclusive Bikeability training services that meet the needs of Bracknell Forest’s schools and communities. Through this engagement, Bracknell Forest Council aims to gather further insights to assist in designing and shaping the final specification and procurement approach for the forthcoming Bikeability Cycle Training contract. Specifically, the Council seeks to: • Assess delivery capacity and scalability across all schools in the Borough and potential to flex provision if funding or demand increases. • Review instructor workforce models and resilience (employment/engagement approach, short-notice cover, local presence). • Identify opportunities for service improvements, innovation and partnership working (e.g., Balance, Learn to Ride, Fix, Family Rides, collaboration with local partners). • Gather insights on inclusion and accessibility (e.g., approaches for SEND learners and harder-to-reach groups). This exercise forms part of the Council’s preliminary market engagement and is intended solely to gather information to help design the forthcoming procurement. It does not form part of any formal procurement and does not constitute a call for competition under the Procurement Act 2023. Participation will not confer any advantage or disadvantage in any future tender. Anticipated contract start: 01/09/2026 Anticipated term: 1-year initial term with the option to extend annually for up to a further four (4) years (1 + 1 + 1 + 1 + 1), subject to continued grant funding and satisfactory performance.
