Brighter Futures project final evaluation

We are inviting applications from providers who are able to undertake a final evaluation of the Big lottery/ESF funded Brighter Futures project. Using methods in line with industry recommended best practice, by undertaking desk-based analyses of a wide variety of project evidence and conducting surveys and interviews with a representative sample of stakeholders, staff, participants, the provider will evaluate the project in terms of its performance, impact and value for money. The provider will be expected to present their findings in a written report that includes lessons learned and future recommendations. The provider will also disseminate their findings through social media and through a presentation given at one internal and one external stakeholder event. Within three working days of the query being made, the questions and answers document available at https://www.business2businesslimited.com/current-partnership-opportunities will be updated with an anonymised version of the query and the given response. The deadline for queries relating to this specification is 5pm on Thursday 23rd January 2020. Responses will be scored against fixed selection and award criteria. The following selection criteria will be used: •Organisational capacity •Economic and financial standing •Prior experience of service delivery Tenders that do not satisfy the above selection criteria will be de-selected from the procurement process. The following Most Economically Advantageous Tender (MEAT) award criteria will be used to score tenders that satisfy the selection criteria: •Price 20% •Merit of evaluation design 20% •Quality of plans to engage project participants and stakeholders 20% •Quality of the approach to be taken to calculating the social return on investment and local economic impact 20% •Merit of planned approach to disseminating the evaluation findings 20% The highest scoring tender will be the winning tender. Only information supplied by tenderers in response to the questions will be taken into account during the scoring process. Brighter Futures (https://www.business2businesslimited.com/brighterfutures) is a community-based project, which provides a wide range of learning and employment support interventions to support the holistic social inclusion of unemployed and economically inactive people aged 16+ within Leicester and Leicestershire. Delivered through a partnership of local organisations, the project is funded by the European Social Fund and the National Lottery, through the Big Lottery Fund. The project began in December 2017 and was due to end in June 2020. However, a project extension granted by the Big Lottery and Leicester and Leicestershire LEP will enable the project to continue to meet the ongoing demand and need for support from local residents until Oct 2022.
