Rationale for Direct Award.
The incumbent solution Cato networks security is cloud-native, deeply embedded, and technically integrated into the Authority's infrastructure. Replacing the solution will have cost-of-change elements creating additional costs into the business, including lengthy implementation, dual running, testing, potential risks (outages) and configuration concerns (training).
