1. Introduction The Centre for Digital Public Services (CDPS) is conducting preliminary market engagement to inform the establishment of a dynamic market for digital training providers, in accordance with the Procurement Act 2023. The dynamic market will facilitate the procurement of high-quality training services to meet the cyber, digital, data, and technology training needs across public sector organisations in Wales. Suppliers will be expected to understand and adhere to the Digital Service Standard for Wales. The total value of the dynamic market is estimated to be £4.5 million VAT Inclusive over its lifetime with no prescribed end date at present. This engagement aims to: Understand the market’s capacity and capabilities to deliver diverse digital training services. Gather supplier feedback to refine the structure and requirements of the dynamic market. Encourage participation from a wide range of suppliers, including micro, small and medium-sized enterprises (SMEs) and new entrants. Ensure the procurement process is fair, transparent, and delivers value for money. Participation in this engagement is voluntary and does not constitute a commitment to participate in the subsequent procurement process, nor does it confer any advantage or disadvantage in future tendering. 2. Scope of the Dynamic Market The proposed dynamic market will provide a flexible framework for procuring digital training services aligned to the Digital Service Standard for Wales, allowing pre-qualified suppliers to join at any time during its term. Key features include: Services Covered: Cybersecurity, Digital Skills, Data Science, Technology Training, and Sector-Specific Courses. Structure: It is unlikely that the dynamic market will be divided into parts. Suppliers will indicate which training services they can provide from the list of digital training services. Estimated Value: Approximately £4.5 million VAT Inclusive over the life of the Dynamic Market. Duration: The dynamic market will be for a 5 year period with an option to further extend for a period of up to 5 years. Eligibility: Open to suppliers meeting proportionate criteria, including legal, financial, and technical capabilities (e.g., relevant accreditations, experience in training delivery that incorporates the Digital Service Standard for Wales). Specific conditions will be refined based on engagement feedback. The dynamic market will comply with the Procurement Act 2023, prioritising transparency, fairness, and Micro and SME access. 3. Objectives of Market Engagement We seek to: Understand supplier capabilities, innovations, and capacity to deliver digital training services. Identify barriers to participation, particularly for Micro and SMEs and new entrants, to inform accessible procurement design. Explore delivery models and performance metrics suitable for the dynamic market. Gather insights on qualification criteria and potential fees (if applicable) to join the dynamic market. Build supplier confidence and interest in the forthcoming procurement opportunity.
