Block Contract for Residential Care Services for Children in Care.

 

Nottingham City Council would like to be able to progress with an innovative delivery model, our proposal is fulfilling either option 1 or option 2 within 2-4 bed homes located within Nottingham City or on its boundaries that are rated Good or Outstanding by Ofsted ( homes newly registered with Ofsted but not rated will be accepted on the proviso they work towards achieving this rating).

 

Option 1

• From August 2026 onwards 20-25 EBD beds to be immediately available for NCC sole use

OR

Option 2

• From August 2026 onwards 20-25 EBD beds to be incrementally made available/ developed over a 3 year period, at the end of August 2029 having a minimum of 20 beds reserved for NCC sole use.

Engagement

This PME aims to gain input from the Children in Care residential market to gain their view of our plans to tender for a replacement block contract for children's residential homes in 2026. Nottingham City Council (NCC) would like to understand providers capacity, experience and expertise to support the needs of our children and young people in care and any support they may need from NCC to enable them to effectively deliver this support, along with their estimate proposed costings for placements. Providers' responses may be collectively themed, or costings averaged to support the development of the service model/ specification, but responses will be anonymised, and individual provider information will not be shared with competitors.
