The current process has led to late and/or inaccurate payments to providers and continues to impede the Council's ability to plan budgets and forecast spend within an acceptable degree of variance. The issues underlying this exist within the Adult Social Care, Commissioning and Finance directorates. The programme as a whole contains ten projects of which this is one. The sequencing and coordination of work across the programme is key to delivering the planned outcomes in the shortest possible timescale with minimum disruption and within the budget envelope.
