Construction Works Framework at The Royal Group of Hospitals (Initial Project New Maternity Unit).

The Contracting Authority is seeking to establish a Performance Related Partnering (PRP) Framework Agreement. The PRP Framework will consist of an initial project (New Royal Maternity Jubilee Hospital) with a potential for subsequent call-off of further construction contracts within a 4 year period with an estimated aggregated works cost of GBP 250,000,000.00 subject to satisfactory performance.The initial project is for the construction of a new regional maternity hospital located within the Royal Group of Hospitals site Grosvenor Road, Belfast, Northern Ireland. The Royal Group of Hospitals is a regional hospital for Northern Ireland and will remain in operation at all times during construction.The new maternity hospital will be approximately 16,418 sq m in size and will contain operating theatres, paediatric intensive care, early pregnancy unit, Midwifery Led Unit and other support facilities.The duration of the initial project will be 126 weeks from the award of the contract.A potential subsequent project which may be awarded under the Framework depending on satisfactory performance of the contractor, funding and the discretion of the Trust is the new Royal Belfast Hospital for Sick Children on the Royal Group of Hospitals site of approximately 30,000 m².The Contracting Authority may at its absolute discretion and at any time elect to discontinue the PRP procurement process and/or withdraw Preferred Bidder status and/or decide not to enter into any contract in respect of the Initial Project and any potential subsequent ‘call-off' projects. It is acknowledged that the Preferred Bidder has the discretion to withdraw from the PRP procurement process at any stage prior to acceptance by the Contracting Authority of a formal offer that relates to the Initial Project and any potential subsequent ‘call-off' projects.If, at any time, the PRP procurement process is discontinued and/or Preferred Bidder status is withdrawn, the Contracting Authority at its absolute discretion may decide to invite the Preferred Bidder and the remaining short-listed Contractors that did not achieve Preferred Bidder status in relation to the Initial Project to enter a competition for the relevant project that will be awarded on the basis of lowest price.
