Costessey Town Council seeks a qualified organisation to deliver a year-long youth provision for ages 11-18, offering accessible, inclusive, and engaging youth activities. The programme aims to provide regular youth sessions, targeted outreach, and community engagement to improve wellbeing and reduce anti-social behaviour.
Objectives
The chosen provider will:
• Run weekly youth sessions including holidays
• Deliver outreach and mentoring to address mental health and anti-social behaviour.
• Establish a Youth Advisory Group/Panel with local schools (notably Ormiston Victory Academy).
• Offer inclusive, youth-led activities and attend community events.
• Use evidence-based engagement, tracking participation and outcomes.
Expected Outcomes
• Reduction in youth anti-social behaviour (ASB).
• Improved mental health and wellbeing.
• Higher youth participation in local initiatives.
• Stronger youth leadership and voice in the community.
• Positive links between young people, families, schools, and community groups.
Target Groups
• Young people aged 11-18 in Costessey (particularly Queen's Hills, Tower Close).
• Those experiencing mental health challenges, isolation, or risk of disengagement.
• Individuals not currently accessing other services or youth activities.
Scope of Services
The provider must:
• Employ qualified, DBS-cleared youth workers.
• Design a youth-led, inclusive activity programme.
• Offer early intervention around wellbeing, identity, and aspirations.
• Collaborate with partners including:
o Costessey Town Council
o Local Police & ASB officers
o Ormiston Victory Academy
o South Norfolk Youth Advisory Board
• Provide quarterly reports on engagement, outcomes, and case studies.
• Maintain full risk assessments, safeguarding, and insurance.


Budget & Resources
Council funding (£30,000) covers staffing, materials, outreach, digital tools, and management.
In-kind support from the Council:
• Free venue hire
• Strategic oversight, promotion, and community connections.
Monitoring & Evaluation
Providers must track and evidence impact through:
• Participant registration and demographic data.
• Pre/post surveys and qualitative feedback (e.g., stories of change).
• Quarterly review meetings with Council officers and councillors.
Application Requirements
Interested organisations must submit a proposal (max 6 pages) including:
• Organisational experience in youth work/outreach.
• Staffing structure and delivery plan (weekly timetable, engagement strategy).
• Safeguarding, inclusivity, and mental health approach.
• Example KPIs or evaluation frameworks.
• Detailed budget breakdown.
• Proof of insurance and DBS checks.
• Two relevant references.
