Currently, the health and wellbeing of nurses and midwives working in Wales is unclear and this information is of paramount importance to ensure staff retention through a happy and healthy workforce and also to successfully and effectively deliver brief health promotion interventions. Through this tender, Public Health Wales wishes to commission one of the first nationally representative surveys of registered nurses and midwives in Wales, specifically seeking to examine current levels of health and wellbeing to help facilitate necessary improvements, whilst also developing an understanding of barriers and perceptions of nursing/midwifery staff as ambassadors for health.Through this tender, Public Health Wales wishes to commission the data collection element of the survey. This will involve data collection with a nationally representative sample of at least 2500 registered nurses and midwives currently working in Wales. The data will be collected using a structured bi-lingual (English and Welsh) questionnaire ideally delivered online hosted on a standalone website (also accessible through smartphones/tablet devices), with the provision for telephone interview/ questionnaire completion if necessary.Objectives of the ProcurementThe principle objectives of the procurement are to:•Commission the data collection element for the Wellbeing of Nurses and Midwives in Wales Survey among a nationally representative sample (by health board or trust) of the nursing and midwifery workforce in Wales (sample size at least 2500).•Liaising directly with Welsh Health Board Workforce Departments and NHS Shared Services to facilitate data collection.•obtain an agreement compliant with the PHW NHS Trust’s SFIs and the General Data Protection Regulation for the procurement of the data collection for the Wellbeing in Welsh Nurses and Midwives Survey•ensure value for money principles are adhered to via a procurement provisioned to support a national serviceScope of the ProcurementThe scope of the procurement is to deliver:•The sampling framework for the survey, developed in consultation with Public Health Wales and the ten Welsh Health Boards and Trusts.•The online format of the questionnaire (delivered bilingually English and Welsh, with consideration of how to accommodate other languages as needed).•Piloting the questionnaire with a sample of the nursing workforce, leading to the finalised questionnaire•Option for respondent to complete the questionnaire by telephone (in English or in Welsh) if they request.•Project planning, management and quality assurance to ensure data collection is implemented appropriately, to set timescales and that the sampling framework is achieved.•Regular updates on data collection progress including compliance rates (e.g. completed, refusals, no responses)•Translation of all materials to Welsh•Regular data extracts to Public Health Wales for quality assurance•A clean final data file back to Public Health Wales in SPSS/STATA.•A brief final technical report detailing the implementation processFor further details please visit the eTenderWales portal.
